The U.S.S. Enterprise responds to a to a distress call from Jouret Four, one of the Federation's outermost colonies, but loses contact with the New Providence Colony for more than 12 hours. The crew finds that the entire colony and its 900 inhabitants have been removed from the planet's surface, similar to the surface conditions in System J-Two-Five in Borg space.
Admiral J. P. Hanson and Lt. Commander Shelby from Starfleet Tactical arrive to evaluate the Borg threat. After confirming the presence of the Borg in Federation space, Shelby remains aboard the Enterprise and Admiral Hansen returns to Starbase 324 to coordinate the Starfleet.
After departing Zeta Alpha Two on a freight run to Sentinel Minor Four, the U.S.S. Lalo sends out a distress signal reporting contact with a cube-shaped alien vessel, then Starfleet loses contact with the ship. The Enterprise investigates, and encounters a Borg cube ship, which contacts Captain Picard and orders him to transport to the Borg ship. When Picard refuses, the Borg attack, heavily damaging the Enterprise's engineering section. The Enterprise flees to the Paulson Nebula to hide from the Borg's sensors. The Borg attack again and transport Picard aboard their ship before setting a course for Earth.
Lt. Commander Shelby leads an away team to the Borg ship, but is unable to recover Captain Picard, who has been assimilated into the Borg Collective to become their human spokesman, Locutus. Admiral Hanson plans to assemble the Federation Starfleet in the Wolf 359 system to intercept the Borg before they can reach Earth.
