Synopsis: Three weeks after receiving Starfleet's instructions in the last data stream, the Voyager crew is ready to begin "Operation Watson" -- establishing a two-way live trans-galactic com link with Admiral Paris and Lt. Reginald Barclay at Starfleet Command in San Francisco, by bouncing a tachyon beam off a quantum singularity, which stays in alignment eleven minutes a day.

Each member of the crew is allotted some time in the daily window to communicate with Earth. The Emergency Medical Hologram uses his com time to send a holonovel he is working on -- "Photons Be Free" -- to Broht and Forrester, the publishers of the "Dixon Hill" series.

The E.M.H.'s novel is about a starship's Emergency Medical Hologram who must struggle against the bigotry and intolerance of his sadistic fellow crew members. When the Bolian publisher, Ardon Broht, releases the holonovel without the E.M.H.'s permission, people think that the story is a reflection of the Voyager's crew. The E.M.H. demands that the novel be recalled until he revises it, but Broht contends that holograms do not have rights under Federation law, so The E.M.H. does not legally own his work.

Captain Janeway brings the case before a Federation arbitrator at Pathfinder to decide whether The E.M.H. is the legal owner of the holonovel.
