Synopsis: The U.S.S. Enterprise surveys Phylos, a planet recently discovered at the edge of the Galaxy. The landing party finds the planet is inhabited by retlaw plants that can uproot and move around on their own, as well as an empty alien city with artificial power. When Lt. Sulu is poisoned by a retlaw plant, a small group of sentient plant-creatures appears and provides an antidote.

The scientifically advanced Phylosians inform the landing party that the previous generation of their race was nearly wiped out by a plague brought by a human visitor to their planet.

The landing party encounters a giant human named Stavos Keniclius Five, who captures Commander Spock and orders the other Enterprise officers to leave the planet. The Enterprise crew learns that a Stavos Keniclius was a scientist during the Eugenics Wars, born more than 250 years ago, who planned to clone a perfect specimen into a master race. He was banned from the scientific community and disappeared.

Captain Kirk leads a landing party back to search for Spock, and finds a hangar filled with ancient space ships. Before the plague killed most of their race, the Phylosians had planned to launch a fleet to impose peace across the Galaxy.

The landing party finds Spock's dying body in an underground laboratory, where Keniclius Five, a giant clone of the original Stavos Keniclius, has transferred Spock's consciousness into a giant clone of the Vulcan officer. Keniclius Five plans to create a master race from Spock's clone to act as a peacekeeping force in the Galaxy, with help from the surviving Phylosians. Kirk tells Keniclius Five that there has been peace in the Federation for 100 years, but Keniclius Five cites the Eugenics Wars, the Galactic Wars, and depredations by the Romulans, Klingons, and Kzinti as evidence that a peacekeeping force is needed.

Kirk convinces Keniclius Five and the Phylosians that their information is out-of-date, and that no peacekeeping force is needed in the Galaxy. Spock's clone uses a Vulcan mind-touch to transfer his memories back into Spock's original body. The giant clones of Spock and Keniclius remain on Phylos to help the Phylosians rebuild their dying civilization.
