Synopsis: Subcommander T'Pol receives a message from the Vulcan High Command that Menos, a Vulcan fugitive, has been located three days from the Enterprise, in the Pernaia system. Before T'Pol joined the Science Directorate, she was assigned to the Ministry of Security, trained in reconnaissance and retrieval; she completed her training 17 years ago.

Agaron was a corrupt world whose leaders tried to forge an alliance with Vulcan nearly 30 years ago. One hundred nine Vulcan agents were surgically altered and sent to infiltrate Agaron criminal factions to overthrow them. When the alliance was formalized, all but 19 of the Vulcan agents returned voluntarily. T'Pol was one of the newly trained operatives sent to retrieve the fugitives, but she was not able to capture Menos, the sixth fugitive she was tracking.

T'Pol asks Captain Archer and Ensign Mayweather to accompany her to the Pernaia system to find the fugitive Menos, whose ears were surgically altered before his assignment on Agaron; a ridge was added to his forehead later. Menos was assigned to a cell of smugglers transporting synthetic biotoxins used to manufacture transgenic weapons, and he became wealthy and refused to return to Vulcan. T'Pol once got close to finding Menos on Risa, but he escaped.

When T'Pol and Archer find Menos in a crowded Pernaian outpost, T'Pol has flashbacks of chasing Menos and Jossen, a seventh Vulcan fugitive, in the Tropical Zone of Risa; T'Pol had to shoot Jossen when he reached for a weapon; she resigned her position with the Ministry and sought guidance at the Sanctuary of P'Jem to deal with the guilt from killing Jossen. She underwent the Fullara, an obsolete Vulcan ritual that represses the memory of an event and its associated emotions, to erase her memories of killing Jossen.
